Proposed New Rules on Nonprofit Organizations
On June 21 a shooting occurred in and near a church parking lot in Blue Island after the church hosted a dinner following a funeral. The City’s administration wants to punish all Blue Island churches and nonprofit organizations for this crime. Here are the main points being proposed and the draft of the rule changes are below.
Any nonprofit organization that provides any space rentals or goods or services to non-members must be licensed by the City.
Licenses are free of charge.
Licenses must be obtained annually from City Clerk's office.
Licenses must be displayed at office of nonprofit.
Nonprofit organizations must take actions to follow City's zoning laws.
Nonprofit organizations must take actions to follow City's occupancy laws.
Nonprofit organizations must take actions to follow City's parking space laws.
Nonprofit organizations must obtain liquor license for any alcoholic beverages on premise.
City shall determine number of people allowed at a gathering before any nonprofit organization is required to report their gathering to the City Clerk's office and the Police Department.
City shall determine number of people allowed at a gathering before any nonprofit organization is required to employ armed, licensed, and bonded security personnel at the gathering.
Nonprofit organizations must submit a detailed security plan annually to the City.
